Joan M. Gibbons Quinn is a partner in the Firm’s Tax Certiorari and Condemnation Practice Group. Her tax certiorari practice concentrates on issues of real property valuation affecting commercial and residential property owners and the resulting tax implications imposed pursuant to various municipal assessments. The emphasis is to obtain tax reductions and savings either through negotiation or trial litigation. In addition the Group’s practice focuses on obtaining just compensation for client’s whose property is acquired through condemnation as well as the representation of municipalities in their exercise of eminent domain.
Prior to joining the Firm in January 2008, Ms. Quinn was designated as the Principal Law Clerk to the Justice assigned to the Tax Certiorari Part of the Supreme Court Nassau County. This Jurist also presided over civil litigation in all areas handled by the Court, including but not limited to negligence, medical malpractice, matrimonial, labor law, tort and commercial matters.
Ms. Quinn began her legal career upon graduation from Hofstra University School of Law in 1981 at the Legal Aid Society of the City of New York representing clients in criminal matters. Subsequent to that position she served as a Court Attorney in the Nassau County District and then Supreme Court Law Department. She has held the position of Principal Law Clerk to a Judge in Supreme Court Criminal Part Kings County as well as running her solo practice of law representing a mortgage company and individuals in residential closings.
Ms. Quinn is a member of the Nassau County Bar Association Tax Certiorari and Condemnation Committee, the Nassau County Women’s Bar Association, the Nassau County Law Secretaries Association, immediate past co-chair of the Garden City Community Coalition, and an active member of the Long Island Samaritan’s Purse Operation Christmas Child Collection Center. She serves as a Deacon at The Brooklyn Tabernacle, Brooklyn, New York.
Ms. Quinn earned her Bachelor of Arts in English at the State University of New York at Stony Brook in 1977. She is admitted to practice law in the State of New York and the United States Districts Courts, Eastern and Southern Districts of New York.
